Public Health Planning

Public health planning is the process of planning for a healthy community. Public health planning shifts the balance towards prevention rather than cure with a focus on achieving long term public health outcomes through the planning process.

Planning for a healthy community involves reviewing local health data, and engaging with community and stakeholders to identify health priorities for the Local Government to focus on. The Local Government then produces a plan outlining specific actions and responses to these identified health priorities, including how they will implement and evaluate these actions and responses. The final plan produced is required to align with the Public Health Act 2016 and the State Public Health Plan. The aim of this is for both Local and State Governments to work in unison, more effectively, whilst directing resources that target greater areas of public health need.

In July 2019, the State Government released Department of Health's State Public Health Plan for Western Australia: Objectives and Policy Priorities for 2019 – 2024. The release of this plan coincided with an amendment (Part 5) to the Public Health Act 2016, to make public health plans mandatory for every local government in WA. On 4 June 2024, Part 5 of the Public Health Act 2016 was enacted and on 4 June 2025, Department of Health released their updated State Public Health Plan 2025 – 2030.

Community Health and Wellbeing Plan 2025 - 2030

The purpose of this Community Health and Wellbeing Plan (CHWP) is to continue the City’s commitment to improving health and wellbeing outcomes for City of Armadale residents, and to enable people to live well and experience the best possible quality of life.

This CHWP is the City’s third public health plan and meets the requirements outlined in the Public Health Act 2016 and is aligned with the State Public Health Plan 2025 – 2030.

The development of the CHWP involved an extensive consultation process involving community, staff and stakeholders. The process included strategic alignment to identify existing health priorities within the City and a review of resident’s demographics and health and wellbeing status.

This process identified the following five strategies for the City:

This CHWP includes an action plan outlining 36 outcomes to work towards improving community health and wellbeing that fall under each of the five strategies above. Each action statement is linked to performance indicators to ensure ongoing monitoring and evaluation.

Community Health and Wellbeing Plan 2021 - 2024

The Community Health and Wellbeing Plan 2021 – 2024 was developed to meet the State Public Health Plan for Western Australia: Objectives and Policy Priorities for 2019 – 2024 along with the amendments included in Part 5 of the Public Health Act 2016. Community Health and Wellbeing Project 2020 – Community Engagement Results

The City of Armadale’s Community Health and Wellbeing 2020 Project aimed to engage a range of community members and service providers to gather both quality data and feedback about the community’s health and wellbeing priorities and concerns. This input was sought to support the development of the City’s Community Health and Wellbeing Plan 2021 – 2024.

Public Health and Wellbeing Plan 2014 - 2017

The City of Armadale was one of the first Local Governments in the state to develop its first public health plan. The Public Health and Wellbeing Plan 2014 - 2017 was developed through a review of local health data and information, and consultation with residents, public health organisations and staff.
