The City of Armadale (the City) is seeking a consultant to conduct a review of the City of Armadale Access and Inclusion Plan 2021 – 2026 and make recommendations for a new Plan for the years 2026 – 2031.
The City of Armadale (the City) is seeking a consultant to conduct a review of the City of Armadale Access and Inclusion Plan 2021 – 2026 and make recommendations for a new Access and Inclusion Plan for the years 2026 – 2031.
The review is to include desktop research of current data, staff and community engagement and a written report to the City.
It is a requirement of the Disability Services Act 1993 (WA) that all public authorities, including Local Governments prepare and implement a Disability Access and Inclusion Plan (DAIP) to improve access and inclusion outcomes for people living with disability. A DAIP documents the public authority’s commitment to ongoing improvement of the services and facilities to meet the needs of people with disability, increasing their access and inclusion in public services, events and communications. A DAIP is a framework of the strategies and actions that will be implemented to achieve equitable outcomes for people with disability.
DAIPs must address the following seven outcomes:
Events and services - People with disability have the same opportunities as other people to access the services and events of a public authority.
Buildings and facilities - People with disability have the same opportunities as other people to access the buildings and other facilities of a public authority.
Information - People with disability receive information from a public authority in a format that enables them to access the information as readily as other people.
Service quality - People with disability receive the same level and quality of service from the staff of a public authority as other people receive.
Complaints - People with disability have the same opportunities as other people to make complaints to a public authority.
Consultation - People with disability have the same opportunities as other people to participate in any public consultation by a public authority.
Employment - People with disability have the same opportunities as other people to obtain and maintain employment with a public authority.

DAIPs must reflect the views of people with disability and other stakeholders. For this reason, stakeholder engagement is an essential aspect of reviewing the 2021 – 2026 DAIP and informing recommendations for the 2026 – 2031 DAIP.
The City of Armadale Access and Inclusion Reference Group (AIRG) will provide guidance and support on the development of the DAIP. The Armadale Gosnells Access and Inclusion Network (AGAIN) is a further resource as its members include local service providers and community members with an interest in disability access and inclusion.
The successful contractor is required to deliver the following:
Develop a community profile of people in City of Armadale with disability, the services that support them, and other stakeholders involved by drawing on local, state and national data.
Review of 2021 – 2026 DAIP strategies and outcomes to determine what worked well for the City and what needs to change in the future.
Review of how staff across the City monitor and report on the DAIP, and how information is communicated throughout the City on access and inclusion matters.
Engage with community stakeholders including people with disability and their families to identify barriers to access and inclusion faced by people with disability in the City. This includes:
Provision for public consultation opportunity, including survey, through Engage Armadale.
Delivery of one community and stakeholder consultation workshop, and one staff workshop.
Regular engagement with the Access and Inclusion Reference Group.
Provision of a report to the City that provides:
Information on the DAIP review process
Details and results of review activities
Identification of barriers to access and inclusion in the City
Identification of potential new strategies and actions for consideration for inclusion in the DAIP 2026 – 2031
Recommendations on improving the internal communications on access and inclusion matters, and monitoring and reporting of DAIP outcomes.
Recommendations on the format of the DAIP including use of language and format/s of the document.

The Contractor will invoice the Principal for payment on reaching the following milestones:
1. 20% payment on signing by both parties
2. 40% payment incompletion of stakeholder workshop and staff workshop
3. Final 40% on completion of the project
